Admission procedures for EU citizens

The admission process is the first step toward your future professional career. No matter where you are, the National University of Political Studies and Public Administration (SNSPA) offers an efficient online admission system. Our admission team is permanently available to answer any questions regarding the online application process.

 

EU citizens who are interested in attending a BA, MA or Doctoral study program at the National University of Political Studies and Public Administration (SNSPA) follow the same admission procedures as Romanian candidates.

 

Recognition of Studies

According to the Romanian Education Law, citizens of EU, SC and EEA willing to study in Romania are requested to obtain the Certificate of recognition/equivalence of study documents issued by the National Center for Recognition and Equivalence of Diplomas.

After the receipt of the recognition/equivalence certificate, the candidate follows the same admission conditions as Romanian citizens, as detailed below.

 

Admission to Bachelor’s Programs

EU/EEA/Swiss citizens who are interested in attending a BA study program at SNSPA follow the same calendar and admission conditions as Romanian candidates, including subscription at the faculty, documents, academic offer (government – funded places and fee – paying places), tuition fees.

 

The admission process will take place exclusively online.

EU/EEA/Swiss citizens can apply online for bachelor’s degree programs at SNSPA via the dedicated admission section on the platform. The admission process is open for high school graduates having a baccalaureate diploma or equivalent, regardless of the year of graduation, provided the high school is accredited according to the legal provisions.

 

Admission to Bachelor’s degree programs at SNSPA is usually organized in two sessions each year: July and September.

 

The September session is organized only for study places that remained unfilled after the July admission session.

SNSPA offers bachelor’s programs through the following faculties: Faculty of Public Administration, Faculty of Communication and Public Relations, Faculty of Management, Faculty of Political Science.

 

Academic programs in English: Bachelor in Communication and Emerging Media (Faculty of Communication and Public Relations).

 

You can see the full list of academic programs in Romanian, here. For the admission to a study program taught in Romanian, the foreign citizens have to provide:

  • presentation of the certificate of completion of the preparatory year program;
  • presentation of Romanian academic documents (diplomas and certificates) or other study records confirming at least 3 consecutive years of studies completed in the Romanian language in a public school or in an accredited higher education institution in Romania;
  • a certificate attesting Romanian language proficiency with at least a B1 level.

 

For the recognition of the Baccalaureate average grade, the study documents/transcript of records must be submitted by sending an email to the Department for International Students at SNSPA, at studenti.internationali@snspa.ro.

 

Admission to bachelor’s degree programs is based on:

  • descending order of the admission score;
  • the options selected by the candidates;
  • the number of places available for the upcoming academic year, as presented in the official educational offer.

 

Faculties using the Baccalaureate average only are: Faculty of Public Administration, Faculty of Communication and Public Relations, Faculty of Management.

Faculty using an admission test: Faculty of Political Science.

 

Candidates applying for the Bachelor’s program in Communication and Emerging Media (taught in English) must prove their English language proficiency by uploading one of the following:

  • an internationally recognized English language certificate, according to Romanian Ministry of Education regulations;
  • a motivation letter written in English.

Step 1: Prepare for your application

Before applying to SNSPA, review our study programs and admission requirements. This helps you choose the faculty and programs that best match your skills, interests, and career goals.

 

SNSPA is a public higher education institution that offers both state-funded (tuition-free) places and tuition-paying places. The number of available places can be consulted on the official website.

 

To apply online, you will need:

  • a desktop computer, laptop, tablet, or smartphone with internet access;
  • a personal email address that you check regularly;
  • approximately 15 minutes to select programs, complete mandatory fields, upload documents, and pay the application fee.

 

The documents required shall be uploaded on the online admission platform admitere.snspa.ro during the application period. All documents must be scanned or photographed and uploaded to the platform in PDF, PNG, or JPG/JPEG format:

  • birth certificate and certified translation at a public notary in Romanian, English, or French, if the original is not issued in one of these languages;
  • Identity card or passport;
  • high school graduation diploma (Baccalaureate) or equivalent and the copy of the transcript of records – original documents and certified translation at a public notary in Romanian, English, or French, if the original is not issued in one of these languages. The high school graduation diploma will be accompanied by the recognition certificate issued by CNRED;
  • 2026 high school graduates may upload a certificate proving they passed the exam, including the final average grade and subject grades;
  • medical certificate stating that the applicant is fit for university studies;
  • marriage certificate if applicable (with a certified translation if necessary).

 

 

Step 2: Create and complete your applicant account

The admissions platform will be open in July 2026. To create your applicant account, follow these steps:

  • access the web adress admitere.snspa.ro;
  • go to the online applications section of the website;
  • create your applicant account;
  • select the faculty/faculties and one or more study programs – you may choose multiple options to increase your chances of admission;
  • complete all mandatory fields;
  • upload all required documents;
  • after completing each section, click “Save” to ensure your data is registered;
  • make sure you correctly enter your Baccalaureate final average grade, as this will be your admission score.

 

The application fee is 100 lei, regardless of the number of programs selected. Payment can be made online, directly from your applicant account or by bank transfer/internet banking (proof of payment is required to be uploaded to the platform). Once paid, the fee is valid for all bachelor’s programs at SNSPA.

 

Application fee exemption – certain categories of candidates may be exempt from paying the application fee, provided they upload supporting documents (e.g. orphans under 26, candidates with disabilities, candidates from socio-economically vulnerable backgrounds). The exemption is granted only based on documents uploaded to the platform.

 

 

Step 3: Finalize your application

After completing all sections and uploading all documents carefully review your application summary in the Finalization section, preview the application form to ensure all information and uploaded documents are correct and click “Finalize application” only when you are certain everything is correct. You cannot finalize your application if any section is incomplete. After final submission, no changes are possible. Once finalized your application form will be available for download in your account. Save and print it as you will need it for enrollment. You will also receive, by email, a unique application code. This code will be used to identify you on the official admission results lists.

 

Admission results and enrollment

After the admission process is completed, please access admitere.snspa.ro, where you can review the admission results for all four faculties and detailed enrollment (registration) information.

 

Confirming your study place and enrollment

Once the lists of all admitted candidates (both state-funded and tuition-paying) are published, you must confirm your place in the study program to which you have been admitted and complete the enrollment procedure within the announced timeframe. The candidates admitted on a budgeted place will register the original baccalaureate diploma and the original certificate of passing the national baccalaureate exam (for graduates of the current promotion) and pay the enrollment fee.

 

For candidates admitted to tuition-paying places:

  • present the original high school diploma for verification against the uploaded copy;
  • pay the enrollment fee;
  • pay the first installment of the tuition fee.

 

Important: Failure to appear at the faculty secretariat within the announced enrollment period will result in loss of the admitted study place.

The Faculty of Political Science follows a different admission procedure, which starts in the spring. Candidates may participate in two online pre-testing sessions, which consist of completing a multiple-choice test, administered electronically, in one subject of their choice from the following list: economics, philosophy, history, romanian language, logic, argumentation and communication, mathematics, geography, psychology or sociology.

 

Create and complete your applicant account

During the online application period for the two pre-testing sessions, access admitere.politice.ro and create a applicant account. After completion, follow the next steps:

  • select the admission test – choose the subject in which you wish to take the admission test;
  • choose your study programs – select, in order of preference, the bachelor’s degree programs you wish to apply for at the Faculty of Political Science;
  • complete your personal information – fill in all mandatory fields related to personal data, place of residence, identity document, previous educational background;
  • upload the document confirming payment of the application fee – the application fee is 100 lei, regardless of the number of programs selected. Once paid, the fee is valid for all bachelor’s programs.

 

Make sure all information is complete and accurate before finalizing your application. To be admitted, candidates must have participated in at least one of the two online pre-testing sessions. Candidates must upload proof of successful completion of the Baccalaureate examination to the online admission platform, according to the approved calendar.

 

The ranking of admitted candidates is based on the grade obtained in the online pre-testing session. If a candidate participates in both pre-testing sessions, the higher grade will be taken into account.

Admission to Master’s Degree Programs

EU/EEA/Swiss citizens who are interested in attending a MA study program at SNSPA follow the same calendar and admission conditions as Romanian candidates, including subscription at the faculty, documents, academic offer (government – funded places and fee – paying places), tuition fees. The admission process will take place exclusively online.

 

After the receipt of the recognition/equivalence certificate from the National Center for Recognition and Equivalence of Diplomas, the applicant shall proceed to the registration and admission procedure, in accordance with the admission methodology.

EU/EEA/Swiss citizens can apply online for master’s degree programs at SNSPA via the dedicated admission section on the platform. The admission process is open for Bachelor’s graduates having a Bachelor’s diploma or equivalent, regardless of the year of graduation, provided the level of studies and the diploma are recognized by the Ministry of Education.

 

Admission to Master’s degree programs is usually organized in two sessions each year July and September. The September session is organized only for study places that remained unfilled after the July admission session.

 

The admission process for Master’s degree programs consists of two main stages online application and admission/selection process.

 

SNSPA offers Master’s programs through the following faculties: Faculty of Public Administration, Faculty of Communication and Public Relations, Faculty of Management, Faculty of Political Science, Department of International Relations and European Integration. We currently offer a portfolio of 59 Master’s degree programs, covering a wide range of academic fields, including: Political Science, Administrative Sciences, Law, Communication Sciences, Sociology, International Relations and European Studies, Management.

 

Choosing Master’s programs

The online admission platform allows candidates to select Master’s programs from the educational offer of all academic units. Applicants are not limited to a single faculty and may choose programs across different structures of the university, according to their academic background and interests.

 

Proof of Bachelor’s degree completion

To be admitted to the SNSPA Master’s programs they have applied for, candidates must upload proof of successful completion of a Bachelor’s degree (Bachelor’s diploma or official graduation certificate) to the online admission platform. For the recognition of the bachelor’s degree average grade, the study documents/transcripts of records must be submitted by sending an email to the Department for International Students at SNSPA, at studenti.internationali@snspa.ro.

Admission requirements vary depending on the field and specialization of each Master’s program. Detailed information regarding admission criteria is published on the official website of each academic unit (faculty or department).

To apply online for admission to a Master’s degree program, candidates are invited to follow the steps below.

Consult the full list of the Master’s degree programs. The online admission platform allows candidates to choose Master’s programs from the educational offer of all academic units. For each faculty you wish to apply to, you must create a separate applicant account on the admission platform.

 

Choose Your Master’s Programs. Select the Master’s programs you wish to apply for and prepare for the admission requirements (tests, interviews, portfolios, or written exams), according to the criteria published on the official websites of each faculty.
