Admission requirements for non-EU Students

Admission 2025 – Bachelor Program

Non-EU students applying for bachelor’s programs must meet certain requirements, including passing an interview and receiving a letter of acceptance. The interview will evaluate the candidate’s academic interests, knowledge in their chosen field, and proficiency in English.

The admission process for bachelor’s programs involves the following steps:

To apply for admission to SNSPA, candidates must complete and upload the application form online in order to receive the Letter of Acceptance. The registration platform for the online application will be available from July 4 to July 14, 2025.

Required application documents:

1. Request for Acceptance of the Letter of Study (signed by the applicant)

2. Consent for Processing Personal Data (signed by the applicant)

3. High school diploma – certified copy in the original language and certified translations at a public notary in Romanian, English, or French, if the original is not issued in one of these languages;

    • For residents of countries that have signed the Hague Convention, a Hague Apostille is required. For others, documents must be endorsed by the Ministry of Foreign Affairs, the Ministry of Education and Research, and the Romanian Embassy in the home country.

4. Transcript of records for previous studies – certified copy or certified translations at a public notary in Romanian/English, if the original is not in one of these languages;

5. Language Proficiency Certificate

    • For programs in English: an international language proficiency certificate (TOEFL, IELTS, Cambridge) with at least a B2 level (note that these certificates are not provided by SNSPA).
    • Candidates from countries where English is an official language and who have studied in English are exempt from the language test.
    • For programs in Romanian: a certificate attesting Romanian language proficiency or proof of at least 4 consecutive years of study in Romania.

6. Photocopy and Authenticated Translation of the birth certificate;

7. Photocopy of the Passport, valid for at least one year;

8. Copy of the National Identity Card or any document proving permanent residence (home address).;

9. Medical Certificate (translated into English), stating that the applicant does not suffer from any contagious diseases or conditions that would prevent them from studying abroad.

10. One Passport-Style Photo.

 

SNSPA will not consider incomplete applications. Therefore, it is essential to fill in all sections of the form. Incomplete applications will be rejected and will not be evaluated.

IMPORTANT:

  • Non-EU candidates must achieve a passing grade in the online interview, which will be held from July 22 to July 24, 2025, on the topic of the chosen program.
    • Candidates will be scheduled for an online interview with the faculty members of the chosen program. Some programs may require additional evaluation or examination of the candidates as part of the admission process (please check the website of your desired program)
    • Candidates should check their email, provided for admission purposes, regularly for information regarding the time and place of the interview or examination.
    • Admitted candidates will be notified about their admission status on the main website.
    • Only candidates who passed the interview and entrance examination (where applicable) will receive the acceptance letter in order to begin the visa process.
    • The Office for International Students will send notifications to those who passed the interview and entrance exam.
  • SNSPA will process your application and forward it to the Ministry of Education and Research for evaluation. This process may take up to 30 working days to receive a response from the Ministry. Once the decision is made, SNSPA will notify the applicant of the final result by email, including whether the Letter of Acceptance has been issued.

According to the law, up to 10% of the available spots for an academic program can be allocated to non-EU candidates.

  1. Tuition fees for one full year must be paid before applying for the visa as proof of payment is required by the embassy. Please find below the information necessary for bank transfers:

NOTE: In case of visa rejection, candidates may submit a request for the reimbursement of the tuition fee. Processing of reimbursement may take up to 30 working days.

 

    2. Candidates should apply for the study visa at the Romanian Embassy of their home country or at the nearest Romanian diplomatic mission.

Note: Please keep in mind that the visa application is a personal endeavour and SNSPA is NOT in involved in the process of obtaining the study visa. We advise all candidates to apply for the study visa immediately after receiving the letter of acceptance and the confirmation of payment/accommodation letter.

 

After obtaining the Letter of Acceptance and the study visa from the Romanian embassy, the non-EU candidates are expected to enroll upon arriving in Romania. The academic year commences on October 1, and you are required to enroll promptly upon your arrival in Romania, or no later than the deadline established by the legal provisions set forth by the Ministry of Education and Research.

Enrollment must be done in person! The following documents should be presented for enrollment purposes:

  1. Letter of acceptance (the original is at SNSPA)
  2. Proof of payment of tuition fees
  3. Confirmation letter (the original is at SNSPA)
  4. Highschool diploma (in original)
  5. Transcript of records pertaining to high school diploma (in original)
  6. Birth certificate (in original or translated and officially endorsed)
  7. Marriage certificate in original (if applicable)
  8. Passport and student visa
  9. National ID card (in original)
  10. Health certificate (translated in Romanian/English/French)
  11. 3 photos ¾ cm

 

Master Programs

Non-EU students must fulfil specific requirements to gain admission to master’s programs, which include successfully passing an interview and obtaining a letter of acceptance. The interview will assess the candidates’ academic interests, their knowledge in the chosen field of study, and their proficiency in English.

The admission process for master’s programs consists of three steps:

To apply for admission to SNSPA, the application form must be completed and submitted online to receive the Letter of Acceptance.

Required documents for the application:

    1. Request for acceptance of the Letter of Study (signed by the applicant)
    2. Consent for processing personal data (signed by the applicant)
    3. High school diploma – certified copy in the original language, along with certified translations in Romanian, English, or French (if the original is in another language). For residents of countries that are part of the Hague Convention, the Hague Apostille is required. For all other countries, documents must be endorsed by the Ministry of Foreign Affairs, Ministry of Education and Research, and the Romanian Embassy in the applicant’s home country.
    4. Bachelor’s diploma – certified copy in the original language, with certified translations in Romanian or English if the original is not issued in one of these languages. For residents of Hague Convention countries, the Hague Apostille is required, while for others, documents must be endorsed by the Ministry of Foreign Affairs, Ministry of Education and Research, and the Romanian Embassy.

        • For programs in Romanian, candidates must submit a certificate proving their knowledge of the Romanian language or certificates demonstrating at least 4 consecutive years of study in Romania.

The registration platform for online applications will be open from July 11 – 21, 2025.

SNSPA will not take into consideration incomplete applications. Please ensure all sections of the form are filled out completely, as incomplete applications will be rejected and not evaluated.

PhD Programs

University graduates holding both a Bachelor’s and a Master’s degree, with a minimum of 300 credits (ECST/SECT), are eligible to apply for doctoral programs. SNSPA offers PhD programs in political science, public administration, sociology, communication studies, and management.

Enrollment is contingent upon successfully passing a preliminary examination.

The PhD admission process involves four steps:

The application process requires the in-person submission of your application file at the SNSPA Headquarters in Bucharest.

Required documents for the application:

  1. Application for acceptance of the Letter of Study (signed by the applicant)
  2. Consent for processing personal data (signed by the applicant)
  3. High school diploma – certified copy in the original language, with certified translations in Romanian, English, or French (if the original is not in one of these languages). For residents of Hague Convention countries, the Hague Apostille is required. For other countries, documents must be endorsed by the Ministry of Foreign Affairs, Ministry of Education, and the Romanian Embassy in the applicant’s home country.
  4. Bachelor’s diploma – certified copy in the original language, with certified translations in Romanian or English if the original is not issued in one of these languages. For residents of Hague Convention countries, the Hague Apostille is required. For others, documents must be endorsed by the Ministry of Foreign Affairs, Ministry of Education, and Romanian Embassy.
  5. Master’s diploma – certified copy in the original language, with certified translations in Romanian or English if the original is not in one of these languages. For residents of Hague Convention countries, the Hague Apostille is required. For others, documents must be endorsed by the Ministry of Foreign Affairs, Ministry of Education, and the Romanian Embassy.
  6. Transcript of records from previous studies – certified copy or certified translations in Romanian/English if the original is not in one of these languages.
  7. For programs in English, an international language proficiency certificate (TOEFL, IELTS, Cambridge) at a minimum B2 level is required (SNSPA does not issue these certificates). Candidates who can prove that English is the official language of their country and that their studies were in English are exempt from this requirement.
  8. For programs in Romanian, candidates must submit a certificate confirming their knowledge of Romanian or provide proof of at least 4 consecutive years of study in Romania.
  9. Photocopy and authenticated translation of the birth certificate.
  10. Photocopy of the passport, valid for at least one year.
  11. Copy of the National Identity Card or any other document proving your permanent residence (home address).
  12. Medical certificate (translated into English) confirming that the applicant does not have any contagious diseases or conditions preventing them from studying abroad.
  13. Two passport-sized photos.
  14. Approval from the prospective thesis supervisor/coordinator. SNSPA does not facilitate contact with supervisors. The list of potential coordinators can be found on the Doctoral School’s website.

IMPORTANT: SNSPA will not consider incomplete applications. Incomplete applications will be rejected and will not be evaluated.

SNSPA will process your application and send it to the Ministry of Education for evaluation. The process may take up to 30 working days. Once a decision is made, SNSPA will notify the applicant via email regarding the final result and whether the Letter of Acceptance has been issued.

The admission examination (Colloquium) will take place at the Doctoral School – SNSPA in September 2025, or online for those candidates who are unable to be present in person.

Candidates must register at the Doctoral School – SNSPA with the following documents:

  • Letter of acceptance (original copy at SNSPA)
  • Application for registration in the competition – standard form (available here)
  • Completed registration form in capital letters, including all personal data (available here)
  • Curriculum Vitae and list of published papers (including any publicly presented specialized papers) and excerpts from relevant publications for the doctorate (if applicable)
  • The proposed doctoral research project, drafted according to the Elaboration Guide
  • Receipt for the payment of the registration fee of 300 RON
  • Proof of language proficiency in an internationally recognized language (optional)
